The Draft CZMP plans are now out across Goa. Villages are being asked to review the maps and submit suggestions or objections. But a serious challenge has emerged.
Most villages are trying to interpret highly technical coastal zoning maps without access to geospatial experts. As a result, many communities are struggling to understand what the draft plan actually shows versus what exists on the ground.
In Betalbatim Village, we conducted a detailed ground-truth exercise. What we found was striking.
Sand dunes that exist on the ground appear disconnected in the plan. Roads are marked where none exist. Actual access roads are missing from the map. And structures visible on site do not clearly reflect in the plan.
This creates uncertainty for villagers. If the map becomes final in its current form, the implications for land use, access, and development could be significant.
The key question now is : How do villages present technically valid suggestions or objections?
